This blog documents the case of Navaha Norris, a child placed in foster care in Grayson County, Texas, and raises serious concerns about abuse, neglect, and systemic failures within Empower (CPS) and the 15th Judicial District. Navaha entered foster care with her brother in July 2023 and experienced multiple placement changes, during which her mother observed alarming behavioral changes, unexplained injuries, and signs consistent with sexual abuse. Despite repeated reports, concerns were allegedly dismissed or inadequately investigated.
Throughout 2024, Navaha appeared at visits with fevers, bruises, and injuries that persisted for months, while explanations provided were inconsistent. Administrative failures, including missing documentation of the mother’s completed services, delayed court proceedings and prevented Navaha’s planned return home. In February 2025, Navaha made a sexual assault disclosure connected to the foster home, yet her mother was pressured to relinquish parental rights under threat of losing both children if the case went to trial.
Nearly a year later, no public accountability or resolution has occurred. This case highlights troubling gaps in child safety oversight, response to abuse disclosures, and the handling of parental concerns within the foster care system, underscoring the urgent need for transparency, reform, and independent review.
